Jenny Qian, M.A.

Jenny Qian, M.A., served as deputy agency director and public guardian at the Orange County Health Care Agency (HCA), where she led strategy, special projects, public communications, research, and quality improvement for one of the largest public health systems in California, with a budget exceeding $900 million. HCA provides behavioral health, public health, regulatory, and correctional health services across Orange County’s 3.2 million residents.

As Orange County’s public guardian, Ms. Qian oversaw the conservatorship of more than 1,300 people with serious mental and/or physical health disorders, ensuring their financial, legal, and personal care decisions were managed ethically. She also directed fiduciary management, trust administration, and litigation matters, safeguarding clients from financial mismanagement, fraud, or neglect.

Ms. Qian has more than 30 years of executive public sector leadership experience spanning healthcare, behavioral health, and the criminal justice system. She served as director of administrative services at the Orange County District Attorney’s Office, where she managed a $150 million budget, directed financial and operational strategies, and ensured compliance with federal, state, and county mandates. Prior to that, she also served as chief of operations for Orange County Health Care Agency Behavioral Health Services, overseeing a $330 million system of care with more than 1,200 employees and 200 programs.

She holds a master’s degree in psychology from the University of Minnesota Duluth, a bachelor’s degree in English from Beijing Foreign Studies University, and a Professional Fiduciary Management Certification from California State University, Fullerton.

Ms. Qian has led countywide public health initiatives, including COVID-19 vaccine distribution efforts, where she played a key leadership role in equitable access strategies for older adults and vulnerable populations. She is deeply committed to expanding health care services, driving health equity, and enhancing healthcare systems to serve Orange County’s most vulnerable residents.

Since transitioning from public service, Ms. Qian continues to contribute to public health policy, behavioral healthcare systems, and fiduciary management strategies as a consultant and industry advisor.
