Mary Hale, M.S.
Board of Directors
Mary Hale, M.S., is a seasoned expert in behavioral health, child welfare, and cross-system collaboration. She currently serves at the Center for Children and Family Futures (CCFF), National Center on Substance Abuse and Child Welfare (NCSACW), where she provides technical assistance and expertise to strengthen collaborative practices, policy development, and direct services for children and families affected by mental health and substance use disorders.
Ms. Hale specializes in implementing trauma-informed, evidence-based practices, helping organizations nationwide improve services for families involved in child welfare and family courts.
Previously, she was the behavioral health director for Orange County, California, leading countywide efforts to enhance mental health and substance use services. With more than 35 years of leadership experience, she has played a key role in integrating services across public health, social services, and justice systems.
Her expertise in system-wide collaboration, policy innovation, and evidence-based care models directly supports Phoenix House California’s mission, helping expand access to comprehensive, person-centered recovery services that rebuild lives and strengthen families.
She holds a master’s degree in clinical and community psychology from California State University, Fullerton.
