Sandra Fair

President and CEO

Sandra Fair joined Phoenix House California as the Interim President & CEO in July 2020. As the organization’s current leader, she oversees all programs and services throughout the state, through the operations of three non-profit corporations. These include Phoenix Houses of Los Angeles, Phoenix House Orange County, as well as the parent corporation. Ms. Fair has over 40 years of experience in management and leadership of publicly funded behavioral health programs. Her focus as Interim President & CEO, is to ensure the continuation of the high quality and cost effective services offered to clients and their families, while partnering with staff and all interested stakeholders to develop, expand and enhance accessible substance abuse and mental health programs to under served communities.

Previously, Ms. Fair served as Orange County Health Care Agency Chief of Behavioral Services and was responsible for the design, implementation and administration of broad, progressive, evidence based behavioral health services and policies. She directed all publicly funded mental health and substance abuse prevention, outreach,and treatment services with a gross budget of $220 million. She oversaw 840 clinical,medical and paraprofessional staff, as well as administrative support functions, annually serving 64,000 youth, adults and their families in Children and Youth Services, Adult Mental Health, and Alcohol and Drug Abuse Services through county operated and contracted programs, including multiple agreements with Phoenix House. Ms. Fair was also responsible for the development and implementation of Orange County’s initial Mental Health Services Act (Proposition 63) Plan. She also developed the Orange County Drug Medi-Cal-ODS Plan as well as the County of Orange Opioid Strategic Plan. She has a B.A. from the University of California, Santa Barbara and holds multiple certifications. Ms. Fair currently serves on the California Institute for Behavioral Health Solutions Board of Directors as well as the Orange County Mental Health Services Act Steering Committee.
