Emily LeBouf, MBA, SHRM-CP

Human Resources Director

Emily LeBouf joined Phoenix House California (PHCA) in 2012 and has served in the Human Resources Department since 2017, advancing into the role of Human Resources Director in 2023. She leads the HR team in fostering an employee-centered culture, driving the organization’s talent strategy, and ensuring compliance with federal, state, and local employment regulations.

Her responsibilities include employee relations, training and development, health and safety oversight, and HR policy implementation across the organization. She works closely with employees and supervisors to strengthen engagement and enhance the overall employee experience.

Before transitioning into HR leadership, Ms. LeBouf held operational and administrative roles at PHCA, where she supported multiple programs and managed onboarding, compliance documentation, billing coordination, and campus operations.
