Gregory Greene, MA, SUDCC-IV

Senior Program Director, Orange County Substance Abuse Treatment Facility

Gregory Greene joined Phoenix House California (PHCA) in 2016 and serves as Senior Program Director for the Orange County Substance Abuse Treatment Facility, where he provides operational and clinical oversight, encompassing program development, regulatory compliance, performance monitoring, and supervision of directors and multidisciplinary staff.

Drawing on nearly three decades of criminal justice experience, he also leads PHCA’s in-custody programs, ensuring the delivery of trauma-informed, evidence-based care in alignment with the California Department of Corrections and Rehabilitation (CDCR), county probation, and funding agency standards. His leadership includes directing clinical operations, quality assurance, staff development, and program implementation, as well as guiding policy, compliance strategies, and cross-agency partnerships across correctional settings.

Earlier in his career, he served as Chief Probation Officer for La Paz County and spent more than a decade with Allegheny County Juvenile Probation, where he advanced to supervise specialized units addressing high-risk and high-needs youth.

Mr. Greene holds a Master of Arts in Social Sciences/Criminal Justice and a Bachelor of Arts in Administration of Justice. He is certified as a SUDCC-IV.
