Our Leadership 

Veronica B. Heinzelmann, MSW, LCSW

Director of Quality Assurance

Veronica Heinzelmann joined Phoenix House California in 2025 and leads the agency’s quality management and quality improvement efforts. She oversees compliance with licensing, accreditation, and regulatory standards across all programs, and provides guidance and training to ensure the delivery of culturally responsive, trauma-informed, evidence-based care. She also directs program training plans, curriculum development, and quality improvement initiatives informed by data and best practices, and oversees training to meet state, county, and accreditation standards including DMC, DMH, CARF, and DHCS.

Before joining Phoenix House, Ms. Heinzelmann held leadership roles in behavioral health for nearly two decades, most recently serving as Regional Manager for Santa Barbara County’s Department of Behavioral Wellness, where she oversaw services for approximately 750 clients and supervised multidisciplinary teams across adult and youth programs. Her earlier experience includes quality assurance coordination, social services leadership, crisis intervention, clinical services in psychiatric and correctional settings, and private practice psychotherapy.

Ms. Heinzelmann holds a Master of Social Work with a concentration in Children, Youth and Families and a Bachelor of Arts in Sociology. She is a Licensed Clinical Social Worker in the State of California.
