Timothy Noonan
Chairman
Tim Noonan is chairman of the board of Phoenix House California, a role he has held since 2004. Drawing on his four decades of executive leadership and business acumen, he has helped strengthen quality control processes and core management, improving clinical efficiency and elevating the level of care for all clients. His stewardship has positioned Phoenix House California as a leader in addressing substance abuse and mental health challenges, expanding its impact statewide.
Tim is deeply committed to philanthropy and public service. He has served in leadership roles across various public commissions and boards, applying his expertise and influence to drive meaningful change in the Los Angeles community. He is a trustee of the ALS Association Golden West Chapter, a board member of Vision to Learn, and a past board member of the UCLA Longevity Center. He has also held leadership positions at The Help Group, the nation’s largest and most innovative nonprofit serving children with special needs. His philanthropic contributions have earned recognition from organizations such as the Insurance Industry Charitable Foundation, Children’s Bureau, and Vision to Learn.
In addition to his nonprofit work, Tim has served on the Los Angeles Chamber of Commerce Executive Committee and as a board member of the Pacific Council on International Policy and the Los Angeles World Affairs Council and Town Hall, one of the nation’s top 10 leadership forums. He has also held prominent leadership roles with YPO (Young Presidents’ Organization) and WPO (World Presidents’ Organization).
Tim has advised several public committees, including the Rampart Independent Review Panel, the Workers’ Compensation Task Force, and the California State Athletic Commission, where he was appointed chairman by Governor Arnold Schwarzenegger. His enduring commitment to service, leadership, and community impact continues to inspire those around him.
Recognized as one of the most influential business leaders in Los Angeles, Tim has been profiled for eight consecutive years in the Los Angeles Business Journal’s “The Los Angeles 500” for his significant achievements and longstanding contributions to the community.
